Yes artificial lighting can be used in both vegetative and flowering stages of growth. If growing in greenhouses, the eastern side of South Dakota will require more supplemental lighting than the western regions.
If growing indoor, the answer is yes. If you're growing in greenhouses the answer is still yes but you'll need an insulated greenhouse to retain heat and lower operating costs. South Dakota is known for its very cold and dry winters.
The western side of South Dakota will be very easy to control mold and mildew since the climate is more dry. The Eastern side will require more dehumidification.
The summers in South Dakota are hot, the highest temperature recorded was 120 degrees. If you are using light deprivation techniques to harvest in the summer, you may want to consider a wet wall.
